The Spaniard completed his second round in the morning, carding four birdies in eight holes to close with a 65 then went on to produce six birdies in a flawless third round.
Finland's Sami Välimäki lies in second place one shot behind after carding a third straight 67.
Scotland's Robert MacIntyre is 2-under through sixteen holes and lies in third place at 14-under ahead of compatriot Scott Jamieson in a tie for fourth place at 13-under after closing with a 66.
Jamieson started the week 119th on the Race to Dubai Rankings and needs a good finish to get into the top 116 this week.
Tied alongside him are American Sean Crocker (67), Spaniard Nacho Elvira (66) and South African Thomas Aiken who is 3-under through seventeen holes.
